The New York State Library acquired these manuscripts through several different accessions during the late nineteenth century. The manuscripts have no single common source, but represent the miscellaneous manuscript holdings of the State Library prior to the 1911 fire, which destroyed much of the Library. Articles I and IV of the State Constitution authorize the governor to grant executive clemency to convicted criminials (Executive Law, Sections 15-19).
